5 VPP points would cover pretty much all cantrips. I'm only half facetious... it's about the only way to cover them all in one bin. A list of allowed powers would have to be created, of course. Transform, images, energy blast, tlekinesis, change environment, dispel, and flash come to mind. Crafting a suitable set of control limitations would be tricky, but probably doable.
You could set it up as a block which characters may buy, but not allow changes to the framework except by special arrangement (e.g. a standard cantrip-type thing was inadvertently left out).
The CP cost at the end would be on the order of 10 to 15, I think.
How do you suggest a VPP would work in conjunction to the set of magic rules I have already set up? I don't want to allow stand alone powers (see previous discussions) but I'm not sure how a VPP as part of a MPP would work if it would work at all.
On the otherhand... having a set cantrip group for each path would overcome some of the "magic costs too much to have a mixed-type character" complaints that I have been getting from you folk.
It could be a slot or a bundled standalone. If it's a slot, the slot AP cost would have to cover the VPP size (5 AP), and the VPP control cost would either add to that AP total or be a separate (i.e. standalone) cost.
Slots in a VPP in a MPP... oy vey... might work... I'll look into it. If I do it this way it might be the only spell I allow to be created in this manner.
