"Routine task" really is campaign dependent and based off of the judgement of the GM in HERO. In other games (D&D for example) the "routine task" is standardized across the game and this (while it makes it simple for the players and GM to follow) results in lack of flexibility within the game structure and a certain amount of lack of portablity between non-similar settings.
I base my decisions of "routine" and "average" off of what I think a competant person who is doing this task under good conditions and with adequate tools could do.
